3. Compare the simulated independent reviewers
Each simulated reviewer receives only the artifact, the evidence bundle and the frozen review policy. None sees another reviewer's result.
4. Resolve a disagreement
Available only when the gate reports REVIEW REQUIRED because the reviewers disagree.

Append-only applies only to this in-memory demonstration session. This is not a production audit log, tamper-proof ledger, authentication system or compliance control.

- Durable append-only storage for the ledger
